There is a tension between the idea of “one American people” and the assertion that the separate states are “free and independent.” This tension will lead to political challenges under the Articles of Confederation in the 1780s. One of the objects of the Constitution in 1787 was to resolve this tension by establishing a “more perfect Union.”
